Example of developing a RACI matrix

Let us consider the process of creating a RACI matrix using the example of the implementation of the national initiative “Pushkin Map” with the Ministry of Culture, the Ministry of Finance and Development and “Pochta Bank” as co-authors.

The aim of the project is to develop culture and social awareness among young people aged 14 to 23.

This project can be classified teacher database as state, public, educational, long-term, difficult and large-scale. It was launched on June 30, 2021. There is a document that contains instructions for the implementation of this project and regulates public support for the younger generation in order to ensure the availability of cultural events.

This law specifies the participants of the project:

Ministry of Culture (hereinafter abbreviated as MK).

Ministry of Digital Development (MDD).

Federal state institution (FSI).

Organization of Culture (OC).

Operator (OR).

Expert councils (EC).

Citizens (C).

Ticket operator (TO).

Let's look at how you might create a RACI matrix for this project:

The RACI matrix for the Pushkin Map presented above is one of many ways to divide responsibilities between members of this project.

Let's analyze it. We see that the distribution of responsibilities is not optimal, as operators and ticket sellers duplicate specific functions. According to the rules of horizontal analysis, this aspect cannot be called the best indicator.

At the same time, given the large size of the project and its state nature, it is advisable to duplicate the functions of providing citizens with information on balances on their own accounts and concluding agreements with enterprises participating in the program. Combining these responsibilities of the two organizations participating in the project will speed up the process of providing information to citizens and increase the degree of involvement of new companies in the project.
